Lisa Barclay, the former Chief of Staff for the U.S. Food and Drug Administration (FDA), has joined the law firm Boies, Schiller & Flexner as Counsel in the firm’s Washington, D.C., office.

“I am excited to welcome Lisa to the firm,” said Boies, Schiller & Flexner Managing Partner Jonathan Schiller. “With her years of government experience and keen insights into today’s regulatory environment, as well as her litigation experience in private practice, she will be a valuable addition to our growing and talented Washington office.”

Ms. Barclay joins the firm after serving for more than three years as Chief of Staff for the FDA, where she advised the Commissioner and other senior FDA officials on high profile matters affecting all areas of the Agency, including issues involving the regulation of drugs and other medical products, food and tobacco. As Chief of Staff, Ms. Barclay frequently managed complex situations that required a strategic approach to handing policy, communications, operational and legal issues.

“Lisa has served as one of my most trusted colleagues and advisors during my tenure here,” said FDA Commissioner Margaret A. Hamburg. “It is hard to overstate how much Lisa has contributed to our mission. Whether the issue involved policy, operations, communications or working with HHS or other agencies, we benefited from her passion for public health, her knowledge and insights on key issues, and her common sense.”

Previously, Ms. Barclay was a litigator in private practice, most recently as a partner at the law firm Zuckerman Spaeder.  Prior to that, Ms. Barclay served in the FDA’s Office of Policy and as a Congressional staff member.  Ms. Barclay also served as a judicial clerk for Senior Judge William B. Bryant in the U.S. District Court for the District of Columbia.

At Boies, Schiller & Flexner, Ms. Barclay will advise parties regarding complex disputes that may involve government authorities, including food and medical product issues, in litigation or before regulatory bodies.  Her relationships on both sides of the political aisle and experience with crisis management will further contribute to the strategic approach that she will bring to helping companies achieve business objectives.

Boies, Schiller & Flexner is one of the premier law firms in the United States, regularly serving as lead counsel in the biggest, highest-profile disputes and representing some of the world’s largest and most sophisticated organizations when the results matter most.
