Stuart is an experienced litigator and former senior government official whose practice focuses on high-stakes litigation, investigations, crisis management, and regulatory and intellectual property matters.
Over the past decade, Stuart has successfully managed some of the most significant litigation, regulatory, and congressional matters, guiding clients through complex disputes and investigations involving overlapping civil, criminal, regulatory and congressional scrutiny. His experience includes civil litigation, DOJ enforcement actions, government and congressional investigations, and other matters where legal, business, and reputational risks converge.
Stuart previously served as chief of staff and senior counselor at the U.S. Department of Justice, where he was the chief legal advisor to the U.S. attorney general. As chief of staff, Stuart managed the attorney general’s office; led congressional oversight strategy; provided counsel on major civil, criminal, antitrust, and national security matters; and oversaw the department’s 115,000 employees. He was also a key member of the DOJ team helping lead the Senate confirmation of the current U.S. Attorney General.
Prior to joining the DOJ, Stuart served as deputy White House counsel, where he oversaw all major civil litigation involving the president and the administration and was the White House’s principal legal liaison to the Department of Justice. At the White House, Stuart developed litigation strategy and drafted and reviewed briefs in matters resulting in 24 U.S. Supreme Court victories, as well as numerous wins in district and appellate courts.
Stuart’s experience working in high-level legal positions on three presidential campaigns, two White House Counsel’s Offices, and at the DOJ give him a unique and effective perspective on current legal issues. Stuart has also successfully prepared three attorneys general as well as hundreds of Cabinet and judicial nominees for some of the most highly-watched and scrutinized congressional appearances over the last decade.
As a litigator, Stuart has extensive experience on both the plaintiff and defense side, including trials and appeals. He has developed and directed sophisticated litigation strategy for some of the most high-profile cases over the past ten years. Briefs he writes are routinely cited by national print and television news media to define the stakes of closely followed litigation. Arguments he develops and distills have led to numerous court victories, including overturning onerous injunctions.
Before entering government, Stuart practiced at prominent global law firms, where he handled complex commercial and IP litigation from discovery through trial and appeal. He has deposed and cross-examined key witnesses, built cases from the ground up by managing discovery, developed trial themes and managed appellate strategy.
