David delivers creative strategies, rigorous legal analysis, and compelling arguments in complicated regulatory and appellate matters. 

David has extensive experience in environmental and energy law, antitrust law, and constitutional law, developed over nearly 20 years of public and private practice.

David previously served in the Office of Legal Counsel at the U.S. Department of Justice, where he provided legal advice to the White House and the heads of federal agencies on various statutory and constitutional issues. Earlier in his career, he clerked for then-Chief Judge Douglas H. Ginsburg on the U.S. Court of Appeals for the D.C. Circuit.
